摘  要:城市更新是政府主导、市场运作、公众参与的空间再生产、利益再分配、关系再构建的城市社会演进过程,构建低碳创新型社会是推动城市更新的题中之义与重要支撑。以北京为例,当前,城市更新中的低碳创新型社会构建,存在创新政策不够完善、低碳创新能力不足、低碳产业发展缓慢、能源结构不够合理、低碳社会建设滞后等难题。立足新阶段,城市更新下的加快构建低碳创新型社会,应完善低碳创新规划与政策,深化创新体制改革,提升城市低碳创新能力,构建低碳产业体系,开发低碳新能源,强化资源整合与多元参与,推动城市低碳高质量发展。Urban renewal is an urban social evolution process of spatial reproduction,benefit redistribution and relationship reconstruction led by the government,market operation and public participation.Building a low-carbon innovative society is the meaning and important support of promoting urban renewal.Taking Beijing as an example,at present,the construction of low-carbon innovative society in urban renewal has some problems,such as imperfect innovation policies,insuffcient low-carbon innovation capacity,slow development of low-carbon industries,unreasonable energy structure,lagging construction of low-carbon society and so on.Based on the new stage,urban renewal should speed up the construction of a low-carbon innovative society.We should improve low-carbon innovation planning and policies,deepen the reform of innovation system,improve urban low-carbon innovation ability,build a low-carbon industrial system,develop low-carbon new energy,strengthen resource integration and diversified participation,and promote urban low-carbon and high-quality development.
