摘　　要：开展全民所有土地、矿产、森林、草原、湿地和海洋等6类自然资源资产清查,探索以国家公园等自然保护地为单元的资产清查,是重大发展改革项目,是国家构建生态文明建设体系的基础,更是“两统一”背景下的自然资源统一管理的基础内容。探讨省级区域全民所有自然资源资产清查地图集编制,以地域资源特点及清查概况为基底,研究资源资产清查地图集的编制思路,探讨图集编制结构、技术路线,描述资产清查地图集编制特点,反映资产清查的重要意义。总结地图集编制设计,以期为全民所有自然资源资产清查地图集编制提供参考和借鉴。It is a major development and reform project to carry out the inventory of six types of the national owned natural resource assets,such as land,minerals,forests,grasslands,wetlands and oceans,and also the inventory of assets in natural protected areas such as national parks,which is the basics of national ecological civilization construction system and the basic content of the unified management of natural resources under the background of“two unification”(that is,uniformly exercising the responsibility of the owner of all natural resource assets of the whole people;uniformly exercising the responsibility of the state’s supervision and management,and ecological protection and restoration of the natural resources within its territory).In this paper,based on the characteristics of regional resources and the overview of the inventory,the author discusses the compilation and design of the atlas for the inventory of natural resources owned by the whole people in provincial regions and studies the design ideas of the inventory of resources and assets.Then the author discusses the compilation of the atlas and describes the design features of the asset inventory atlas to demonstrate the significance of the asset inventory.The author also summarizes the design scheme for the atlas to provide reference for the compilation of the atlas for the inventory of natural resources owned by the whole people.
