摘 要:在全球气候变暖背景下,黑龙江省所面临的极端自然灾害趋强趋重趋频,也呈现出风险隐患日益突出、应急管理基础薄弱、防控难度不断加大等特点。本文围绕黑龙江省“8·3”特大暴雨灾害的应急管理展开研究,运用具体案例的实证分析的方法,对此次特大暴雨的灾情概况进行了汇总,并从应急管理的全过程出发,对此次灾害进行了问题剖析。通过分析,明确指出了当前黑龙江省存在着城市韧性不足、灾害应急准备欠佳、城市应急响应效率低下和灾后恢复措施不足等问题,提出了在自然灾害情况下完善基础设施、提升预警能力、加大数字技术应用和灾后重建等方面的优化路径。Under the background of global climate warming,extreme natural disasters in Heilongjiang Province are becoming stronger,heavier,and more frequent,characterized by escalating risks,weak emergency management foundations,and growing challenges in prevention and control.This study focuses on the emergency management of the "8.3" super heavy rainstorm disaster in Heilongjiang Province.This study focuses on the emergency management in Heilongjiang Province in response to the "8.3" extreme rainfall disaster.Employing empirical analysis through specific case studies,the paper summarizes the disaster situation resulting from the extreme rainfall and conducts a comprehensive analysis of the emergency management process.Through this analysis,it is identified that Heilongjiang Province faces challenges such as inadequate urban resilience,insufficient disaster preparedness,low efficiency in urban emergency response,and inadequate post-disaster recovery measures.The study proposes optimization pathways for enhancing infrastructure,improving warning capabilities,leveraging digital technology applications,and enhancing post-disaster reconstruction under natural disaster conditions.
