摘 要:督办是推进医院治理体系和治理能力现代化决策部署的重要抓手,但传统的督办机制往往会存在立项不严谨、交办受阻、催办不及时、办结质量不佳、反馈不到位等问题。文章结合广州某三甲公立医院的实践经验,提出分层级、网格化管理,建立院领导统筹指导、主管部门闭环管理、职能科室专员跟进的“三级网格化”责任管理体系,借助信息化手段,并通过戴明环(PDCA)反复循环,优化流程,压实责任,精准管理,可提升公立医院督办效率,推动“三重一大”事项做深做细,助力公立医院绩效考核,为公立医院督办机制改革提供借鉴。Supervision is an important starting point to promote the decision-making and deployment of the modernization of hospital management system and management capacity,but the traditional supervision mechanism often has problems such as non-rigorous project approval,blocked delivery,untimely promptness,poor quality of handling,and inadequate feedback.Based on the practical experience of a 3A public hospital in Guangzhou,this paper proposes hierarchical and grid management for the establishment of a“three-level grid”responsibility management system with the overall guidance of hospital leaders,closed loop management of competent departments,and the follow-up of functional department specialists.By utilizing informatization technology and through repeated cycles of PDCA,optimizing processes,compacting responsibilities,and precise management,the efficiency of public hospital supervision can be improved so as to promote the deepening and refinement of the“three important and one major”issues,assist in the performance evaluation of public hospitals,and provide reference for the reform of the supervision mechanism in public hospitals.
