全过程人民民主对美式民主的五重超越

摘　　要：全过程人民民主以全新的民主理念、科学的评价标准、显著的治理成效打破了美国对民主的话语垄断,跳出了美国的民主话语窠臼,从利益代表、党际关系、决策效能、民主运行、民主质量等五个维度实现了对美式民主的全方位超越:始终代表最广大人民的根本利益超越了始终代表资本家的利益,以团结合作为基础的党际关系超越了“否决政治”,着眼长远的科学统筹能力超越了“短视政治”,以注重解决问题的全过程实质民主超越了一次性程序民主,能带来“中国之治”的优质民主超越了能带来“西方之乱”的劣质民主.全过程人民民主破解了美式民主给世界带来的民主困境,推动中国式民主理论的建构和人类民主新形态的塑造.The people’s democracy in the whole process has broken the monopoly of American democratic discourse and jumped out of the mode of American democratic discourse with brand-new democratic idea,scientific evaluation standard and remarkable governance effect,realized the all-round transcendence of the full range of American democracy from the five dimensions of interest representa-tion,inter-party relations,decision-making efficiency,democratic operation and democratic quality.The fundamental interests always representing the broadest people go beyond the interests always repre-senting capitalists.The inter-party relations based on unity and cooperation transcend“veto politics”.The long-term scientific overall planning ability surpasses“short-sighted politics”.The substantive de-mocracy in the whole process of problem-solving transcends the one-off procedural democracy.The high-quality democracy that can lead to“Rule of China”outweighs the low-quality democracy that can lead to“Chaos of the West”.The people’s democracy in the whole process has solved the dilemma of democracy brought by American democracy,promoting the construction of Chinese democracy theory and the shaping of new forms of human democracy.
