生活垃圾卫生填埋场内改扩建飞灰填埋场建设项目探讨——以华东地区某项目为例

摘　　要：随着城乡经济快速发展,生活垃圾焚烧处理逐渐成为生活垃圾处理的主流方式。飞灰作为生活垃圾焚烧的产物,目前主要处理方式是经固化稳定化后进入填埋场进行填埋。根据GB16889-2008规定,飞灰经预处理满足要求后,可进入卫生填埋场独立分区填埋。然而,生活垃圾卫生填埋场内改扩建飞灰填埋场尚无专门的技术规范,目前主要参照生活垃圾填埋场相关标准规范执行。项目实践表明,飞灰填埋场建设全过程亟须专门的标准进行规范,建议加快推进飞灰填埋场相关标准规范体系建设,有效推动行业高质量发展。另外,在飞灰填埋场选址、勘察设计、建设施工、填埋运行全过程积极施行“一场一策”,对降低建设成本、防范安全隐患、防范污染扩散、最大限度地保护生态环境等方面均有积极作用。With the rapid development of urban and rural economy,incineration of domestic waste treatment has gradually become the mainstream way of domestic waste treatment.According to GB16889-2008,after the fly ash has been pretreated to meet the requirements,it can be buried in separate areas of sanitary landfill.However,there are no special technical specifications for the reconstruction and expansion of municipal solid waste(MSW)sanitary landfill site,which are mainly based on the relevant standards of MSW landfill site.Project practice shows that the whole process of fly ash landfill construction needs special standards,and it is recommended to accelerate the establishment of relevant fly ash landfill standards and specification systems,which can effectively promote the high-quality development of the industry.In addition,in the fly ash landfill site selection,survey and design,construction and landfill operation of the whole process of active implementation of“one field one strategy”,it plays an active role in reducing construction costs,preventing hidden safety hazards,preventing pollution from spreading and protecting the ecological environment to the maximum.
