摘　　要：天长公园图书馆,1923年留美法学硕士张铭任职天长县知事时创建,为国内较早的县级公共图书馆,也是皖东最早的图书馆。其环境优雅,建筑风格新颖别致,馆藏颇丰且编制有较为完善的目录,制订有详细的规章制度,于天长县文化教育的普及提高,民智的启迪开发,起到极大的促进作用。公园及图书馆建成之时,曾举办盛大典礼,皖省内外名公巨卿多有题赠,于国内图书馆的创建发展亦多有示范效应。其编制的《天长县立公园暨图书馆二周纪念汇刊》,内容丰富,文采斐然,其所载的馆藏书目,颇能反映当时县级图书的馆藏状况。Tianchang Park Library,established in 1923 when Zhang Ming,a master of laws in the United States,served as the governor of Tianchang County.The Library was an earlier county-level public library in China and the earliest library in eastern Anhui.It has an elegant environment,a novel and unique architectural style,an a-bundant collection,a complete catalogue,and detailed rules and regulations,which have greatly contributed to the popularization of culture and education and the enlightening development of people’s wisdom in Tianchang County.When the Park and Library were completed,a grand ceremony was held.There were many inscriptions granted from famous officials and ministers inside and outside of Anhui Province.It also had a model effect on the creation and de-velopment of libraries in China.The Tianchang County Park and Library Two-Week Commemorative Journal compiled when Tianchang County Park and Library were founded is rich in content and excellent in literature,and the bibliog-raphy contained reflects the state of the county-level book collection at that time.
