摘 要:为构建以质量为导向的高校科研成果评价模式,通过文献阅读和分析,结合专家意见,将高校科研成果分为基础研究、技术开发与应用研究、研究报告及应用、创作与作品4类。结合不同类型科研活动特点及成果的表现形式,以成果的创新性和应用成效为核心,基础研究类成果评价指标包括创新性、前沿性、引领性、学术影响力及潜在应用价值,技术开发与应用研究类成果评价指标包括创新性、先进性、产业化、社会效益及经济效益,研究报告及应用类成果评价指标包括创新性、前沿性、可实施性、社会效益、认可度,创作与作品类成果评价指标包括创新性、前沿性、社会效益、经济效益、认可度。在此基础上,对评价指标进行分级描述,并首次提出高校科研成果具体分级评价模式。In order to build a quality-oriented evaluation model for scientific research achievements in colleges and universities,combined with expert opinions,divides scientific research achievements into four categories based on a large number of literature reading and analysis:basic research,technology development and application research,research report and application,creations and works.Given the characteristics of different types of scientific research activities and the forms of results,with the innovation and application effect of the results as the core,the evaluation indicators of basic research achievements include innovation,pioneering,leading,academic influence and potential application value.The evaluation indicators of technology development and application research achievements include innovation,advancement,industrialization,social benefit and economic benefit.The evaluation indicators of research reports and applications include innovation,pioneering,implement ability,social benefit and recognition,while the evaluation indicators of creation and works include innovation,pioneering,social benefit,economic benefit and recognition.This paper also makes classification descriptions of evaluation index,and puts forward an idea of specific graded evaluation model of achievements in scientific research in universities for the first time.
