摘　　要：基于2018-2022年上海市水土保持方案审批统计,分析明确了上海市生产建设项目分布、行业类别、工程规模等基本情况及项目特点。基于水土保持方案编报、审查、实施经验总结,分析了上海市生产建设项目水土流失防治成效及存在的不足,从水土保持措施设计、弃渣处置与调配利用、表土资源保护利用、临时用地管理、水土保持协同管理等方面提出对策建议。Based on the approval statistics of the soil and water conservation program in Shanghai from 2018 to 2022,this study analyzes the fundamental aspects and characteristics of construction projects in Shanghai,including their distribution,industry categories,and project scale.Based on the experience of compiling,reviewing,and implementing soil and water conservation programs,the study evaluates the effectiveness and shortcomings of soil erosion prevention and control in Shanghai’s construction projects.The paper provides strategic recommendations concerning soil and water conservation measures design,disposal and utilization of waste,protection and utilization of surface soil resources,temporary land management,and collaborative soil and water conservation management.
