内外双向价值链参与和中国出口技术升级:基于中国制造行业部门数据分析

摘　　要：充分挖掘内外双向价值链参与的技术升级效应,是构建“双循环”新格局的重要前提和理论依据。文章将全球价值链(GVC)和国内价值链(NVC)置于多区域间非竞争型投入产出表中,利用2002~2017年间中国30个省区域间的投入产出表,考察内外双向价值链参与对中国地区-行业维度出口技术升级的影响。研究发现,参与GVC和NVC均能显著促进中国出口技术复杂度提升,但二者的促进作用存在一定替代关系,其结果通过了较好的稳健性和内生性检验。价值链参与对出口技术复杂度的影响效应存在时间、空间及行业部门上的异质性。GVC和NVC不同参与方式及地位对出口技术复杂度效应呈非对称性特征。GVC上游环节参与是衔接NVC与GVC有效互动的主要方式。因此,各地区应不断提升资源配置效率,提升本身的技术吸收及研发创新能力,因地制宜地参与价值链。Fully tapping the technology upgrading effect of the participation of the internal and external two-way value chains(that is,the domestic value chain and the global value chain)is an important premise and theoretical basis for building a new pattern of"double cycle".This paper puts the global value chain(GVC)and the domestic value chain(NVC)into a multi-regional noncompetitive input-output table,and uses the inter-regional input-output table of 30 Chinese provinces from 2002 to 2017 to examine the impact of two-way value chain participation on China's region-industry export technology upgrading.The results show that,firstly,participation in both GVC and NVC can significantly improve the technical complexity of China's export,but there is a certain substitution relationship between the promotion effects of the two,and the results pass the robustness and endogeneity tests.Secondly,the impact of value chain participation on export technology complexity is heterogeneous in time,space and industry sectors.Thirdly,the effect of different participation modes and status of GVC and NVC on the complexity of export technology is asymmetrical.GVC upstream participation is the main way to link the effective interaction between NVC and GVC.Therefore,all regions should continuously improve the efficiency of resource allocation,enhance their own technology absorption and R&D innovation capabilities,and participate in the value chain according to local conditions.
