摘  要:文章对“一带一路”倡议提出十年来国际社会较为典型的三种质疑进行了分析、回应与澄清,对这一倡议在未来的顺利推进具有积极正向的国际舆论引导作用。文章认为:“一带一路”倡议与“马歇尔计划”在提出背景、理念和具体经济交往内容、形式以及最终目的上都有着根本性的不同,它不是中国版的“马歇尔计划”;“一带一路”倡议在发展实践中,不但没有制造和加重沿线国家的债务危机,反而对许多沿线国家降低债务、化解债务风险和危机起到了积极的促进作用;“一带一路”倡议的提出不是为了挑战现有国际秩序,而是要通过“共商、共建、共享”促进各国经济的共同发展和繁荣,最终实现构建人类命运共同体的宏伟目标。This article provides a detailed analysis and response to three common concerns about the Belt and Road Initiative(BRI)raised by the international community over the past decade.The article seeks to guide international public opinion posi-tively for the BRI's continued success.It emphasizes the fundamental differences between the BRI and the Marshall Plan,high-lighting disparities in their historical context,concepts,economic engagements,methodologies,and ultimate objectives,thereby dismissing the notion of BRI as China's version of the Marshall Plan.Furthermore,the article argues that the BRI does not con-tribute to or exacerbate the debt crisis of participating countries;instead,it asserts that the Initiative has been instrumental in mit-igating debt and resolving financial risks and crises for many nations along the BRI.Lastly,it contends that the BRI's aim is not to challenge the existing international order but to foster economic development and prosperity across all countries through inclu-sive collaboration,collective contributions,shared benefits,and ultimately to achieve the ambitious vision of creating a human community with a shared future.
