摘　　要：中国式现代化进程也是国家治理的过程。深化“财政是国家治理的基础和重要支柱”认识,深入发掘财政发展规律、明确改革取向,充分发挥财政的支撑和保障作用,已成为现代财政制度建设的首要任务。文章以习近平经济思想为指导,以新时代党和国家事业发展的战略全局为指引,构建了一个从稳定经济社会运行迈向国家长期繁荣的研究框架。围绕促进共同富裕、推动全国统一大市场建设、服务保障国家新战略新任务、统筹发展与安全四大核心工作,文章系统探索了财政治理与调控精准、高效和可持续的路径。研究认为,应继续深化财政改革,同时加强政策协调以实现财政在中国式现代化进程中的基础性和支撑性作用。具体来讲,财政定位于为共同富裕提供物质和体制的坚实保障,通过理顺政府间财政关系,促进全国统一大市场的形成;财政应更加有力有效地为国家发展战略和目标任务提供财力支持;运用科学逻辑完善统筹发展与安全的积极财政政策。The journey towards Chinese modernization is intrinsically linked with national governance.Recognizing finance as a critical foundation and pillar of this governance is essential.It is vital to delve into the principles governing financial development and to determine the direction of reforms,capitalizing on finance's role in support and assurance,which is a key task in building a modern financial system that is both efficient and sustainable.The study suggests that to reinforce finance as a fundamental sup-port in Chinese modernization,we should intensify financial reforms and enhance policy coordination.This will provide tangible security and establish institutional mechanisms to achieve common prosperity.Additionally,the study recommends realigning fis-cal relations between government levels to support the creation of a unified national market,offering robust financial backing for national development strategies and goals,and refining proactive fiscal policies that align development with security using a scien-tific.approach.
