摘 要:当前,财政资源下乡往往被地方政府用于经营少数村庄和分配给少数的“强势群体”,导致多数村庄和普遍农民分享不到或只能分享少数的财政资源。地方政府和具备优势条件的村庄及少数“强势群体”很容易形成“利益联盟”,严重弱化了财政资源的公共属性。而那些直接分配到户的涉农资源很难运用到公共品的建设上,本质上也是对财政资源的去公共化。从财政社会学的分析框架出发,财政资源的配置应保持充分的公共性、民主性和统筹性,以便于转化为各方主体尤其是广大农民共同参与村庄公共品建设的治理能力,进而满足广大农民对农业基础设施建设的真实诉求。The current distribution of financial resources in rural governance often leads to the creation of so-called"star villa-ges,"with the majority of villages either not receiving funds or receiving a minimal amount.Upon allocation,resources tend to flow towards influential groups rather than the average farmer,leading to an alliance between local governments and these powerful village groups that diminishes the transparency of financial resource allocation.Furthermore,funds directly distributed to house-holds are rarely used for public good construction,effectively privatizing what should be public resources.From the perspective of fiscal sociology,the allocation of finance to rural areas should maintain its public nature to enable transformation into governance capabilities for various actors,particularly the majority of farmers.This would allow for more effective participation in the devel-opment of vllage public goods and better address the real needs of most farmers regarding agricultural infrastructure construction.
