基于熵权TOPSIS的农业科技创新能力评价指标体系研究——以陕西省为例

摘  要:农业科技创新是农业和农村经济发展的重要助力,是推动农业高质量发展和实现乡村振兴的关键因素。评价与测度农业科技创新能力,探究农业科技创新发展规律,有助于提高农业科技创新发展水平。本文以陕西为例,从农业科技投入、科技产出、科技效应与科技支撑等四个维度出发,构建包含4个一级指标、14个二级指标、42个三级指标的农业科技创新能力评价指标体系,以熵权TOPSIS法计算各指标对应权重及综合得分,得出指标解释程度,以此评价陕西省农业科技创新发展水平。研究结果表明,科技产出、科技投入、科技效应、科技支撑对科技创新解释程度依次递减,陕西省农业科技发展水平整体呈现波动增长趋势。Agricultural science and technology innovation is an important driving force for the development of agriculture and rural economies,and is also a key factor in promoting high-quality agricultural development and realizing rural revitalization.Evaluating and measuring the capability of agricultural science and technology innovation and exploring the patterns of its development are helpful to enhance the level of agricultural science and technology innovation.Using Shaanxi Province as a case study,this paper constructs an evaluation indicator system for agricultural science and technology innovation capability from four dimensions:agricultural science and technology input,scientific and technological output,technological effects,and technological support.The system includes 4 indicators,14 secondary indicators,and 42 tertiary indicators.The entropy weight-TOPSIS method is used to calculate the weights and comprehensive scores of each indicator,and determine the degree of interpretation for each indicator.This approach is used to assess the level of agricultural science and technology innovation development in Shaanxi Province.The results indicate that scientific and technological output,scientific and technological input,technological effects,and technological support exhibit decreasing levels of interpretative importance for technological innovation.Overall,the development of agricultural science and technology in Shaanxi Province exhibits a fluctuating growth trend.
