摘　　要：随着一种名为持续性决议的预算工具在美国预算过程中越来越频繁地出现,恰当地理解其对国防预算的影响以及美国国防部门的应对,对全面了解美国国防预算越来越必要。在分析美国持续性决议的基础上,对其包含的6方面要素进行详细讨论。研究表明,持续性决议不仅导致不必要的效率损失和资金紧张,同时对于国防采购、军队战备和人员管理都有不利影响。但是,由于其反复出现,美国国防部也逐步发展出各种应对措施,尽量减少其负面影响。With the growing prevalence of the budgetary tool,the Continuing Resolution in the United States budget process,it becomes increasingly crucial to comprehend its impact on the defence budget and the responses from the U.S.Department of Defense.Based on an analysis of Continuing Resolution,a comprehensive exploration,delving into intricate details regarding its six constituent elements is undertaken.The research underscores that continuing resolution results in unnecessary efficiency losses and financial constraints and adversely affects defense procurement,military readiness,and personnel management.However,recognizing its recurrent nature,the U.S.Department of Defense has progressively implemented various mitigation strategies to reduce its negative impacts.
