摘 要:梳理明确快速采办的概念内涵,横向比较快速采办与其他采办路径的区别与联系,从系统工程视角分析采办过程中试验鉴定的策略与方法。通过案例分析方法,总结美国各军兵种近20年快速采办项目的经验,即美国国防部推行数字化试验鉴定、制定快速部署策略、部署前开展初始试验、整合试验、复用既往试验结果、初始部署后继续开发系统等。上述策略、管理、技术可为军队快速生成能力和采办管理实践提供参考。The conceptual connotation of rapid acquisition is clarified and the differences and connections between rapid acquisition and other acquisition paths are horizontally compared.In addition,the test and evaluation strategies and methods in the acquisition process from the perspective of systems engineering are analyzed.The experiences of the U.S.military services related to rapid acquisition programs in the last 20 years through case analysis method are reviewed and summarized.The U.S.Department of Defense(DOD)has implemented digital tests and evaluations and has formulated rapid deployment strategies.The DOD has also conducted initial tests before deployment while integrating tests and reusing the results of the previous tests.Efforts have been made to continue systems development after initial deployment.The above-mentioned strategies,forms of management,and technologies provide references for rapid generation capabilities and acquisition management practices for the military.
