摘 要:分析美军推动软件现代化的主要动因和措施,如发布战略性文件、建立顶层指导机构、加快云环境建设、统筹布局软件技术研发与创新以及推动软件开发安全风险管理等。近年来,美军出台多项战略政策指令,强化组织领导职能,持续推动云环境建设、软件工厂生态系统构建,加快软件相关技术创新研发,大幅缩短软件交付时间,旨在提升网络信息体系下的联合作战能力。美军软件现代化的核心是快速、安全地交付弹性软件,通过软件赋能快速集成5G、人工智能、大数据等技术,在装备上嵌入新兴作战能力,有效满足快速变化的战场环境对作战任务的弹性要求。The main motivations and measures of the U.S.military in promoting software modernization are analyzed,such as issuing strategic documents,establishing top-level guidance institutions,accelerating cloud environment construction,coordinating software technology research and innovation,and promoting software development security risk management.In recent years,the U.S.has issued numerous strategic policy directives,reinforced organisational and leadership functions,persistently advanced the development of cloud environments and software factory ecosystems,accelerated research and development in software-related technologies,and significantly reduced software lead times.These efforts aim to enhance the joint combat capabilities of the U.S.military within the network information system.Such developments warrant close attention.The essence of software modernisation in the U.S.military lies in the swift and secure delivery of resilient software,facilitating the rapid integration of 5G,artificial intelligence,big data,and other technologies,to incorporate emerging combat capabilities into equipment.This effectively meets the resilience requirements of combat missions in a rapidly evolving battlefield environment.
