摘 要:进入21世纪,风险社会治理和公民意识觉醒对评估提出新的要求,在外因和内因的共同作用下,“评估国家”应运而生。评估国家由传统的行政国家孕育而来,是行政国家发展的新趋向,对传统国家的治理结构和治理模式产生挑战;同时,它也凸显诸多新特点,是国家转型的重要呈现,应该当作一个系统性的概念去探讨。评估国家属于国家建设层面,是在民主国家建构的基础上提炼国家的治理能力。它从公权使用、责任承担、组织制度和管理方式等方面着力,通过评估提升国家权力的运作绩效。评估国家导入了一个完整的机制,把管理形成风格与权力行使方式联系起来,使得评估的力量被成倍放大,与治理场域中的能力、权力、控制力等相互作用,形塑不同性质的影响。Entering the 21st century,risk social governance and the awakening of citizens'awareness have put forward new requirements for evaluation.The evaluative state was conceived from the traditional administrative state.It is a new stage of development of the administrative state,which challenges the governance structure and governance model of the traditional state.At the same time,it also highlights many new characteristics and is an important presentation of the state transformation,which should be explored as a systematic concept.The evaluative state belongs to the level of state construction,which is to refine the governance capacity of the state on the basis of the construction of a democratic state.It focuses on the use of public power,responsibilities,organizational systems and management methods,and improves the operational performance of state power through evaluation.The evaluative state has introduced a complete mechanism to link the management formation style with the exercise of power,so that the power of evaluation is multiplied,interacting with the ability,power,and control in the governance field to shape different properties.
