摘 要:针对已建大型水库在应对极端天气时预泄能力不足的问题,采用新增泄洪能力工程措施是较为常见的方法。为筛选出杭州市青山水库新增泄洪能力工程措施最优方案,从工程布置、地质条件、对外交通条件、施工条件、环境影响、政策处理、技术难度、工程运行管理及工程可比投资等九个方面进行比选,通过定性、定量的综合分析,再结合层次分析法确定最优方案。结果表明,维持现状泄洪放空洞和泄洪闸不变,在大坝左岸新建一条泄洪洞为最优方案,该方法可为类似工程提供参考与借鉴。To solve the problem of insufficient pre-discharge capacity of existing large-scale reservoirs in response to extreme weather conditions,it is a common approach to implement new discharge capacity engineering measures.In order to determine the optimal scheme for enhancing flood discharge capacity of Qingshan Reservoir in Hangzhou,a comparative evaluation was conducted from nine aspects including project layout,geological conditions,external transportation conditions,construction conditions,environmental impacts,policy handling,technical difficulty,engineering operation management and comparable investment.By combining qualitative and quantitative analysis and employing the Analytic Hierarchy Process(AHP),the results indicated that the optimal solution is to keep the existing drainage hole and sluice unchanged,and to build a new drainage hole on the left bank of the dam,which can provide valuable reference for similar projects.
