摘 要:为保障新能源汽车产业可持续发展,我国已将新能源汽车充电桩产业列为国家重点基础设施建设项目。近年来,受各级政府持续推行的相关配套政策工具刺激,全国充电桩保有量显著提升。作为新兴产业,充电桩发展过程中难免遭遇各种困境。研究发现,当前充电桩产业发展存在建设布局混乱、运营商利润偏低、市场标准无序及“僵尸桩”现象四类典型市场困境。鉴于此,在梳理我国充电桩支持政策实施现状和产业发展困境的基础上,探讨充电桩产业发展困境背后存在的支持政策缺陷,并提出相应制度完善建议。In order to ensure sustainable growth of renewable energy vehicle industry,China has listed the renewable energy vehicle charging station industry as a key national infrastructure project.In recent years,with the stimulation of government’s continuous policy,the number of charging pile has increased significantly.However,there are inevitably various barriers in the process of market deployment of charging pile.The four typical market barriers are as following:disordered location design,extremely low profit margin for operators,unstandardized market and“zombie piles”.In view of this,the current situation of the implementation of China’s charging station industry policy and four market barriers are briefly reviewed,focusing on analysis of charging station policy defects.At last some regulatory revisions related to charging station support policy are proposed.
