摘 要:文中基于系统动力学,从应急管理的视角出发,研究突发公共卫生事件下,政府调配能力对应急物流效率的影响.通过对省级政府的应急响应机制进行分析,建立以政府为主导的一般性应急医疗物流资源调配的系统动力学模型.并以2020年湖北省爆发的新冠疫情为背景,对医用防护服构建针对性的应急调配模型,并做模型检验与仿真.结果表明:在应急物流的物资调配中,政府的应急物资调度能力和运输时间起到了关键性作用.政府调配能力由差升级到优秀时,最大可使医用防护服平均供应量增加160.33%,平均使用速率提升297.97%.运输延迟从4 d缩短至1 d时,最大可使医用防护服平均供应量增加30.63%,平均使用速率提升104.51%.Based on system dynamics and from the perspective of emergency management,this paper studied the influence of government deployment capacity on emergency logistics efficiency under public health emergencies.By analyzing the emergency response mechanism of provincial governments,a system dynamics model of general emergency medical logistics resource allocation led by the government was established.Taking the COVID-19 outbreak in Hubei Province in 2020 as the background,a targeted emergency deployment model of medical protective clothing was built,and the model was tested and simulated.The results show that the government’s emergency material dispatching ability and transportation time play a key role in the material allocation of emergency logistics.When the government’s deployment ability is upgraded from poor to excellent,the average supply of medical protective clothing can be increased by 160.33%and the average use rate can be increased by 297.97%.When the transportation delay is shortened from 4d to 1d,the average supply of medical protective clothing can be increased by 30.63%and the average usage rate can be increased by 104.51%.
