摘 要:随着中国油气体制改革的深入实施和国家石油天然气管网集团有限公司的成立,“X+1+X”的油气市场体系加速形成,正不断重塑国内天然气产业链,并对LNG行业发展产生深远影响。目前,中国实施完全向第三方开放的接收站数量仍然不足,窗口期仍属于稀缺资源,市场化商业模式不够丰富,并将面临产能过剩、竞争加剧的不利局面。结合LNG行业面临的风险挑战与发展需求,对接收站业务发展定位和策略进行思考,并从坚持公平开放、筑牢本质安全、强化提质增效及培育核心业务4个方面提出应对思路与发展建议,旨在打造以“4D”(Delivery、Diversity、Digital、Data)为核心的业务体系,并为油气体制改革深化和“双碳”战略实施背景下LNG接收站行业高质量发展提供参考。With the deep implementation of domestic oil and gas system reform and the establishment of China Oil&Gas Pipeline Network Corporation,the“X+1+X”oil and gas market system is formed in an accelerated manner,which is remodeling the domestic natural gas industry chain continuously,with profound impact on LNG industry development.Presently,a small number of receiving terminals in China are completely open to the third party,with scarce window period available,limited market-oriented business models developed,and the unfavorable situation with excessive capacity and intensified competition faced.Hence,the positioning and strategy of receiving terminal business development was considered based on the risks,challenges and development requirements faced by the LNG industry.Meanwhile,the solutions and development suggestions were proposed from the four aspects of adhering to openness and fairness,strengthening the intrinsic security,improving quality and efficiency,and developing the core business,so as to build the business system cored at Delivery,Diversity,Digital and Data(4D),further providing a reference to the high-quality development of LNG receiving terminal industry under the background of deepening the oil and gas system reform and implementing the double carbon strategy.(1 Figure,1 Table,25 References)
