农村养老资源整合的内在逻辑与路径优化

摘　　要：本文以我国养老保障的薄弱端——农村养老资源整合为研究范畴。已有研究虽然达成了“资源整合+多元主体责任”的共识,却忽略协同资源间的自由流动和承担责任的动态变化,且资源整合与农村养老需求的适配性研究有待深入。本文通过对社会资源交换理论和社会福利政策分析框架的有机结合,构建我国农村养老资源整合的逻辑框架,在深入剖析农村养老资源存在可及性及均衡性不强、多元主体配置能力差异大且效果不协调、养老资源价格标准与质量标准不规范的问题基础上,提出以需求为主导的分类分层分阶段的养老资源整合机制,整合机制有三个特点:第一,从影响老年人养老需求最大两个因素——身体自理程度和收入水平出发,划分六类老年人群体并总结群体特征,用以判断和归纳养老需求;第二,构造农村养老资源整合运行机制,运行机制强调兜底性与选择性相结合,并辅以资产调查与情况调查的原则,本文详细阐述了分类分层分阶段养老资源整合机制向谁提供、提供什么、如何提供和资源监管与执行的具体内容;第三,提出农村养老资源整合阶段的二维分析框架,总结不同阶段的发展特点,将资源整合阶段的特点嵌入分类分层分阶段的养老资源整合机制的发展,以便实现资源供给的平稳过渡。最后从宏观层面提出完善我国分类分层分阶段的农村养老资源整合机制的优化路径,即建立规范统一的大数据信息系统与资源交易平台,合理划分不同阶段多元主体的关系与职责,厘清农村养老资源整合阶段,健全组织保障、完善实施机制。This paper takes the integration of rural elderly support resources,the weak end of Chi-na's old-age security,as the research subject.Looking back at existing literature,it has been found that there is a consensus in existing studies on"resource integration+multiple entity responsibilities",but the dynamic changes in the free flow of collaborative resources and the assumption of responsibilities are ignored.Furthermore,further research is needed on the compatibility between resource integration and rural elderly care needs.This article combines the theory of social resource exchange and the analysis framework of social welfare policies to construct a logical framework for the integration of rural elderly care resources in China.On the basis of in-depth analysis of the problems of weak accessibility and bal-ance of rural elderly care resources,significant differences in the allocation ability of multiple entities and inconsistent effects,and non-standard price and quality standards of elderly care resources,the pa-per proposes a demand-oriented classification,layering and phased integration mechanism for elderly care resources,with three characteristics of the integration mechanism:First,starting from the two factors that affect the elderly's pension needs most,the physical self-care level and income level,six groups of elderly people are divided to summarize the characteristics of the group,so as to judge and summarize the pension needs;Second,the paper advises to construct an integrated operation mechanism of rural elderly support resources,which emphasizes the combination of bottom-up and selectivity,and is sup-plemented by the principles of asset investigation and situation investigation.This paper expounds in de-tail the specific contents of who,what,how to provide,supervise and implement management of the clas-sified,hierarchical and phased elderly support resources integration mechanism;Third,the paper puts forward a two-dimensional analysis framework for the integration stage of rural elderly support re-so
