摘　　要：印日建交70年来,双边关系不断密切,特别是近年来在世界局势复杂多变的背景下进展更为明显,两国双边层面的合作范围持续拓展,合作水平不断提高。在中美战略竞争加剧的大背景下,印度在美日印澳四边安全机制的框架下与美国及其盟友的关系深入推进,印度在美国重构产业链的计划中也占据重要位置。在此背景下,印日政治关系不断升级,两国关系在21世纪初定位为“印日全球伙伴关系”,2006年发展为“印日战略性全球伙伴关系”,至2014年则提升为“印日特殊全球战略伙伴关系”。两国领导层也保持着规律性的频繁互动。这有赖于双方有坚实的互信基础,也显示了美国及其盟友对印度在制衡中国方面所能发挥作用的期待。印日经济关系稳步发展,这一方面因为印日对彼此都有经济需求,另一方面,更值得注意的是,日本对印度的官方发展援助及在印度东北部建设中的投入政治战略目的突出。除平衡中国的共同需求外,维护海上航道安全、经济合作、能源合作等印日的共同关切为两国关系持续深入发展注入动力,而且日本学界长期以来对印度文化的深入研究和日本官方在与印度互动时对印度文化传统的重视以及良好的民间关系也是印日关系稳定发展的重要基础。在中美博弈的大背景下,印度与美国盟友日本关系的不断深化不可避免地对地区安全形势产生重要影响,值得密切关注。Since the 70th anniversary of diplomatic relations between India and Japan,the bilateral relationship has continuously strengthened.In recent years,amid the complex and ever-changing global situation and with faster progress,the scope of cooperation at the bilateral level between the two countries continues expanding,and the level of cooperation continues rising.India advances its relations with the US and its allies under the framework of the Quad and occupies an important position in the plan of the US to restructure the industrial chain.In this context,political relations between India and Japan have continuously improved,which was positioned as a“global partnership between India and Japan”at the beginning of the 21st century.In 2006,it evolved into a“strategic global partnership between India and Japan”.In 2014,it was elevated to a“special global strategic partnership between India and Japan”.The leadership of both countries also maintains a regular and frequent interaction.This is due to the strong foundation of mutual trust and demonstrates the expectations of the US and its allies regarding India’s role in containing China.The bilateral economic relations have developed steadily,partly because of mutual economic demand and partly because of Japan’s strategic and political pursuit in economic interaction with India,which can be seen in Japan’s official development assistance to India and its involvement and investment in the northeast part of India.India and Japan clearly have a common demand to contain China.Besides,they also have common concerns including maintaining maritime security,economic cooperation and energy cooperation,which inject vitality into sustained and in-depth development in their bilateral relations.The long-standing in-depth research on Indian culture within the Japanese academic community,the official emphasis on Indian cultural traditions in Japan’s interactions with India,and the strong people-to-people relationships constitute important foundations for the stable
