经济高质量发展视域下中国海洋产业转型升级方向与路径研究

摘　　要：海洋经济高质量发展是新时代海洋经济建设的主旋律,而海洋产业结构转型升级、释放新动能是谱写该旋律的关键。在传统三次划分海洋产业的基础上根据各海洋产业内部主导的要素密集度进一步细分海洋产业,揭示海洋产业的转型升级沿着“资源-劳动-资本-技术方向”阶梯式演化机理,并指出在这一过程中海洋产业结构调整、海洋经济增长与陆海产业协同联动发挥的重要作用。同时,根据2001-2019年间中国海洋经济年度综合数据,运用向量自回归模型从历史的纵向视角实证剖析了海洋产业结构及其经济增长间的内在关系。结果表明:现阶段中国海洋产业结构持续调整升级,海洋经济总体上正从总量型经济向质量型经济转变;但在这过程中海洋生物医药、海洋船舶业及海洋高新装备制造业等海洋工业内在潜力没有完全释放出来且同一产业内部及不同层次产业间的联动性较弱,尤其是以海洋基础性研究和技术管理为代表的海洋服务业对海洋工业以及第一产业的支撑力度明显不足。The high-quality development of the marine economy is the main theme of the construction of the marine economy in the new era,and the transformation and upgrading of the marine industrial structure and the release of new kinetic energy are the keys to compose this melody.On the basis of the traditional three divisions of the marine industry,the marine industry is further subdivided according to the dominant factor density within each marine industry,and the transformation and upgrading of the marine industry is revealed along the"resource-labor-capital-technology direction"step-by-step evolution mechanism,and points out the structural adjustment of the marine industry,the growth of the marine economy and the synergy of the land and marine industries play an important role in this process.At the same time,according to the annual comprehensive data of China's marine economy from 2001 to 2019,the vector autoregression model is used to empirically analyze the internal relationship between the marine industry structure and its economic growth from a historical longitudinal perspective.The results of the theoretical model show that:at this stage,China's marine industry structure continues to adjust and upgrade,and the marine economy is generally changing from a total economy to a quality economy;but during this process,the inherent potential of the marine industry(such as marine biomedicine,marine shipbuilding and marine high-tech equipment manufacturing),has not been fully released,and the linkage within the same industry and between industries at different levels is weak.In particular,the marine service industry,represented by marine basic research and technical management,is clearly insufficient to support the marine industry and the primary industry.
