摘　　要：该文以“公共图书馆社会化运营”及“信息咨询服务建设”为主题,结合相关的政策背景、建设路径和具体实践,归纳公共文化服务社会化运营的政策演变,分析基层图书馆开展信息咨询服务的必要性、意义和优势,阐述社会化运营背景下基层图书馆应如何结合本地的特色和需求,创新普惠性的非基本公共文化服务,提供更专业、更有文献价值的信息咨询服务。该文以南通经济技术开发区图书馆建设企业服务中心为具体案例,探讨图书馆作为参与者如何展示地方历史文化、促进地方产业发展的方法和策略,旨在为社会化运营的基层公共图书馆的高质量发展提供一些参考和借鉴。This article focuses on the themes of"socialized operation of public libraries"and"construction of information consulting services".Combining relevant policy backgrounds,construction paths,and specific practices,it summarizes the policy evolution of socialized operation of public cultural services,analyzes the necessity,significance,and advantages of grassroots libraries carrying out information consulting services,and elaborates on how grassroots libraries should combine local characteristics and needs under the background of socialized operation,innovating inclusive non basic public cultural services,and providing more professional and valuable information consulting services.This article takes the construction of the Enterprise Service Center of the Nantong Economic and Technological Development Zone Library as a specific case,exploring how libraries as participants can showcase local history and culture,promote local industrial development methods and strategies,aiming to provide some reference and inspiration for the high-quality development of grassroots public libraries in socialized operation.
