摘　　要：作为一种外部控制机制,舆论监督在抑制腐败上具有不可替代的作用。舆论监督抑制腐败的作用机制就是通过提升透明度、降低自由裁量权、加大问责增加腐败成本,进而干预理性经济人的行为选择。互联网以其强大的即时性与交互性创造了新的信息传播交流平台,促进了舆论监督要素拓展与重构,继而对舆论监督抑制腐败效能产生了深刻的影响。基于40个国家的模糊集定性比较分析,重新思考互联网时代舆论监督抑制腐败的内在机理,得出舆论监督抑制腐败的关键要素组合,以及为加强舆论监督建设、提升舆论监督抑制腐败效能的可能路径:加强互联网基础建设,助力“弱者的武器”升级;促进电子政务发展,打造“全景式”舆论监督场域;缩减权力的“非法空间”,为舆论监督护航;激发舆论监督活力,扩大舆论监督主体。As an external control mechanism,public opinion supervision plays an irreplaceable role in suppressing corruption.The mechanism of public opinion supervision to restrain corruption is to increase the cost of corruption by improving transparency,reducing discretion,increasing accountability,and then interfering with the behavior choice of rational economic man.The Internet transcends the time and space distance,expanding supervision factors,facilitating their restructuring,heavily impacting the supervision efficiency of public opinion with unprecedented powerful information exchange ability and instant media.Based on the qualitative comparative analysis of 40 countries,this paper reconsiders the internal mechanism of public opinion supervision to restrain corruption in the Internet era,reaching the key elements and their combination to restrain corruption,which provides guidance for strengthening the construction of public opinion supervision and improving the effectiveness of public opinion supervision to restrain corruption:Promoting Internet facility construction to upgrade the weapons for the weak;Fostering the development of e-government to forge a panoramic public opinion supervision atmosphere;Restricting the illegal space for public power to convoy public opinion supervision;Revitalizing supervision activity with an enlarged supervising entity.
