环境规制、环境分权与生猪养殖规模化程度

摘　　要：环境规制是中国生猪养殖规模化的重要影响因素,而环境事务管理权限的划分直接影响环境规制的作用效果,进而影响生猪养殖规模化程度。规模化养殖是生猪产业未来发展的重要趋势,探究生猪养殖规模化程度的驱动因素具有十分重要的意义。本文基于2001—2017年省级面板数据,从环境规制、环境分权的角度分析其对生猪养殖规模化程度的内在驱动机理及影响机制。研究发现,环境规制对生猪养殖规模化程度的影响呈先负后正的“U”型特征,而环境分权、环境行政分权对生猪养殖规模化程度的影响呈倒“U”型特征。环境分权在环境规制对生猪养殖规模化程度的影响过程中起正向调节作用。从地区及规模异质性来看,生猪重点发展区的环境规制不利于生猪养殖规模化程度的提高,而适度发展区的促进效果明显,分权作用显著降低了万头以上的生猪养殖场规模化程度。同时,生猪粪污资源化利用在环境规制、环境分权对生猪养殖规模化影响的过程中起到了部分中介效应。Environmental regulation is an important factor in affecting the scale of pig breeding in China.The division of environmental affairs management authority directly affects the effect of environmental regulation,which then affects the scale of pig breeding.Large scale pig breeding is an important trend in the future development of pig industry.It is of great significance to explore the driving factors of large-scale pig breeding.Based on the provincial panel data from 2001 to 2017,this paper analyzes its internal driving mechanism and influence mechanism on the scale of pig breeding from the perspective of environmental regulation and environmental decentralization.It is found that the impact of environmental regulation on the scale of pig breeding is the"U"shape,while the impact of environmental decentralization and environmental administrative decentralization on the scale of pig breeding is inverted in the"U"shape.Environmental decentralization plays a positive regulatory role in the impact of environmental regulation on the scale of pig breeding.From the perspective of regional and scale heterogeneity,the environmental regulation of key pig development areas is not conducive to the improvement of the scale of pig breeding,while the moderate development areas have obvious promotion effect,and the decentralization has significantly reduced the scale of pig farms with more than 10000 pigs.At the same time,the resource utilization of pig manure has played a partial intermediary effect in the process of environmental regulation and environmental decentralization on the large-scale impact of pig breeding.
