摘　　要：技术变革与制度创新是推动产业发展的双螺旋动力,技术与制度是否协同匹配直接影响产业转型升级的水平和速度。数字经济的发展催生了我国技术范式的转变,同时也改变了传统技术范式和制度框架内技术—制度的互动稳态,激发了对制度创新的需求。当前,我国制度创新的供给明显滞后于技术范式的转换,现行的制造业相关产业政策与制造业企业内部的制度安排还不适应数字技术范式下制造业转型升级的要求,这是导致制造业企业陷入生产率困境、转型升级困难的主要原因之一。因此,应从多制度变革入手,通过调整传统的制度框架适应技术范式的转换,进而推动产业转型升级。具体的制度变革路径包括改变强选择性的产业政策取向、致力于数字技术底层逻辑的制度变革、强化竞争导向的市场化制度改革、侧重促进协同创新的制度创新及聚焦动态能力的企业内部制度变革。Technological change and institutional innovation drive industrial development,and the coordination between technology and institutions directly affects the level and speed of industrial transformation and upgrading.The development of the digital economy has expedited the transformation of China's technological paradigm,while altering the steady interaction between technology and institutions,arousing the demand for institutional innovation.At present,the supply of institutional innovation in China lags significantly behind the technological paradigm transformation.The current industrial policies related to manufacturing and the institutional arrangements in manufacturing enterprises cannot meet the requirements of manufacturing transformation and upgrading under the digital technology paradigm.This is one of the main reasons for the dificulties faced by manufacturing enterprises regarding productivity and transformation and upgrading.Therefore,with the reform of multiple institutions as a breakthrough point,efforts should be made to adjust the traditional institutional framework to adapt to technological paradigm transformation,thereby promoting industrial transformation and upgrading.Specifically,the institutional changes involves the orientation of highly selective industrial policies,the underlying logic of digital technology,the competition-oriented marketization system,the institutional innovation promoting collaborative innovation,and the internal system for dynamic capacity in enterprises.
