政府购买服务模式如何影响农业技术推广效果——基于农作物秸秆还田技术的实证分析

摘　　要：政府购买农业技术推广服务可以推动政府职能转变,提升技术推广效率与质量。本文以农作物秸秆还田技术为例,建立了政府购买秸秆还田技术推广服务实证模型,分析比较了公私合作(PPP)、“以钱养事”和专项技术补贴三种典型政府购买模式的技术推广效果差异。研究表明,通过政府购买服务,有助于加速公益性农业技术的应用扩散,且不同的政府购买模式效果存在差异。分析三种模式对公益性技术服务推广的促进作用,向村级集体组织购买服务为代表的“以钱养事”模式最为显著,向农机服务组织购买服务的PPP模式次之,向农户购买服务的专项技术补贴模式最弱。另外,监督核查对于秸秆还田服务的政府购买具有正向的调节作用。综上所述,政府可以通过购买服务推广公益性农业技术,根据技术应用特点,选择不同的服务购买模式,建立监督核查机制,提高政府购买服务的有效性。Government purchase of agricultural technology promotion services can promote the transformation of government functions and improve the efficiency and quality of technology promotion.Taking mechanized straw returning technology for crops as an example,the paper establishes an empirical model of government purchase of mechanized straw returning technology promotion services to analyze and compare the differences in the effect of technology promotion among three typical government purchase models:public-private partnership(PPP),"pay-for-performance",and targeted technology subsidies.The findings show that through government purchasing services,it is helpful to accelerate the application and diffusion of the"public welfare"agricultural technology,and there are differences in the effects of different government purchasing models.In analyzing the promotion effect of the three models of public welfare technical services,the"pay-forperformance"model represented by purchasing services from village-level collective organizations is the most significant one,followed by the PPP model represented by purchasing services from agricultural machinery service organizations,and the targeted technology subsidy model represented by purchasing services from farmers is the weakest.In addition,supervision and inspection have a positive regulatory effect on government procurement of mechanized straw returning services.Therefore,the government can promote public welfare agricultural technology by purchasing services,choose different models of purchasing services according to the characteristics of technology application,establish a supervision and inspection mechanism,and improve the effectiveness of government purchasing services.
