中国水资源利用效率与高质量发展时空耦合及驱动因素研究

摘　　要：基于时空演化视角,运用非期望产出导向的SE-SBM模型和高质量发展综合指标体系测度中国30个省域2004—2019年水资源利用效率与高质量发展的耦合协调关系、空间相关性特征及空间驱动因素。研究表明,我国省际水资源利用效率指数水平较高,但呈现下降态势,高质量发展综合水平较低,却呈现明显的上升态势。我国省际水资源利用效率和高质量发展耦合度多处于濒临失调的水平,但趋好态势明显,同时两者的耦合协调度具有显著的空间分异性,呈现出由东向西的梯级分布格局,东部最高,西部最低。我国省际水资源利用效率与高质量发展耦合协调度的空间关联性显著,“高-高”型和“低-低”型集聚的分布具有稳定性,且其空间驱动因素包括经济发展水平、政府规模、产业结构、技术进步、市场化水平、城镇化等。各省域在制定适宜本地发展政策的同时,也应当增强区域间的协同治理能力,发挥驱动因素的空间溢出效应,共同实现水资源利用效率和高质量的耦合协调发展。Based on the perspective of spatio-temporal evolution,this paper measures the coupling coordination relationship,spatial correlation characteristics and spatial driving factors between water utilization efficiency and high-quality development in 30 provinces of China from 2004 to 2019 with the help of SE-SBM model and comprehensive index system of high-quality development based on undesired output.The results show that:The utilization efficiency index of water resource at provincial level is high in China,but it shows a downward trend,while the comprehensive level of high-quality development is low,but it shows an obvious upward trend.The coupling degree of water resource utilization efficiency and high-quality development in China is almost at the disequilibrium level,but it shows a steady upward trend.At the same time,the coupling coordination degree of the two has significant spatial differentiation,presenting a cascade distribution pattern from the east to the west,with the highest in the east and the lowest in the west.There is a significant spatial correlation of the coupling coordination degree between water resource utilization efficiency and high-quality development at provincial level in China,and the distribution of“high-high”and“low-low”clusters is stable.The main driving factors of the coupling coordination degree between water resources utilization efficiency and high-quality development in China are economic development level,government size,industrial structure,technological progress,marketization level and urbanization.In addition to formulating policies suitable for local development,provinces should also enhance inter-regional collaborative governance capacity,give play to spatial spillover effects of driving factors,and jointly achieve water resources utilization efficiency and high-quality coupling coordinated development.
