摘　　要：文章选取了我国欠发达地区25个县级公共图书馆,围绕《中华人民共和国公共图书馆法》的具体实施情况开展深入调查。发现当前我国欠发达地区县级公共图书馆的法治化治理水平有所提升,但地方政府依法保障的情况仍然堪忧。为此提出了4个基层公共图书馆法治建设着力点,为新时代基层公共图书馆的法治化建设和高质量发展提供参考。This paper selects 25 county-level public libraries in underdeveloped areas of China to carry out in-depth investigation on the specific implementation of the Public Library Law of the People′s Republic of China.It is found that the current level of rule of law governance of county-level public libraries in underdeveloped areas in China has been improved,but the situation guaranteed by local governments according to law is still worrying.This paper puts forward four focus points for the rule of law construction of grass-roots public libraries,in order to provide reference for the rule of law construction and high-quality development of grass-roots public libraries in the new era.
