三线铁路建设中工农互助原则的提出和宣传研究--以湘黔、枝柳铁路湖南段为中心

摘　　要：20世纪六七十年代,党中央、国务院决议建设三线战略大后方以适应备战需要,湘黔、枝柳铁路湖南段作为三线交通干线之一,其建设工作就是在此背景下统筹推进的。铁路建设全面动工之初,湖南省指基于毛泽东工农联盟思想和湖南铁路建设实际,并借鉴三线建设初期三线工厂企业与驻地社队群众之间的互助经验,做出了在湘黔、枝柳铁路湖南段建设中开展工农互助工作的重要决策。与此同时,湖南省指借助政治教育、文艺宣传、模范实践、表彰先进等形式,在铁路沿线进行了广泛的宣传动员工作。如此,不仅在一定程度上调动了铁路建设队伍和全省人民互相支援的积极性,而且为中国共产党人在改革开放新时期突破对工农关系的既往认识局限做了理论和实践铺垫。In the 1960s and 1970s,the Central Committee of the Communist Party of China and the State Council resolved to build the strategic rear in the Third-Line area to adapt to war needs.The Hunan section of the Hunan-Guizhou and Zhicheng-Liuzhou rail-way,as one of the leading transportation lines in the Third-Line construction,was constructed in this context.At the beginning of the railroad construction,the Hunan Provincial Command made an important decision to carry out mutual aid work between workers and peasants in constructing the Hunan section of the Hunan-Guizhou and Zhicheng-Liuzhou railroad.It is based on Mao Zedong's thought of the worker-peasant alliance and the construction of the Hunan section of the railroad,as well as fully drawing on the expe-rience of mutual assistance between the third-line enterprises and the local residents at the beginning of the Third-Line construction.At the same time,with the help of political education,culture and art propaganda,exemplary practice,and recognition of the ad-vanced and so on,the command of Hunan Province carried out extensive publicity and mobilization work along the railroad line.In this way,it not only mobilized the railroad construction group and people of the province to support each other to a certain extent but also prepared the theoretical and practical foundation for the Communist Party of China to break through the previous limitations of understanding the relationship between workers and peasants in the new period of reform and opening up.
