摘  要:针对近海采油岸基供电项目建设运营存在的经济和环境效益不明等问题,考虑治污成本节约、发电成本节约和增值服务收益等要素,构建投资回报分析模型和非线性收益现值优化模型,通过数值分析验证模型的有效性。研究表明:政府补贴、能源价格在整体效益发挥中起到关键作用,并给出了针对性的管理建议。该研究可为优化资源配置、收回投资成本,实现整体收益最大化提供决策支持。Aiming at the problems of unclear economic and environmental benefits in the construction and operation of offshore oil production shore-based power supply projects,considering the factors such as pollution control cost saving,power generation cost saving and value-added service income,an investment return analysis model and a nonlinear income present value optimization model were constructed.The validity of the model was verified by numerical analysis.The research shows that government subsidies and energy prices play a key role in the overall efficiency,and gives targeted management suggestions.This study can provide decision support for optimizing resource allocation,recovering investment costs,and maximizing overall returns.
