摘 要:澧水是洞庭湖水系中洪旱渍涝灾害最多的河流之一。澧水的防洪与洞庭湖区紧密相关,且涉及长江中游的江湖关系,是长江整体防洪中不可或缺的一环。江垭、皂市水库等防洪控制工程建成后,流域防洪标准有所提高,但仍然存在干流没有控制性防洪工程、洞庭湖四口水系的综合整治滞后等问题。根据新时期防洪要求,在梳理流域防洪存在问题的基础上,提出了完善流域防洪体系的几点建议,为开展流域综合规划修编工作,推进防洪控制性枢纽工程建设提供支撑。Lishui River is one of facing the highest frequency of floods,droughts and waterlogging in the Dongting Lake system.It is an indispensable part of the overall flood control of the Yangtze River because the flood control of Lishui River is closely related to the Dongting Lake area and is involved in the river-lake relationship in middle Yangtze River.Although significant progress has been made in enhancing basin flood control standards through the completion of Jiangya and Zaoshi Reservoir and other flood control projects,critical challenges persist.These challenges include the absence of flood control projects in the main stream,and the unresolved issues concerning the integrated governance of four inlets of the Dongting water system.In line with the requirements for flood control in the new era,we analyzed the problems in basin flood control and offered suggestions to improve the basin flood control system.It is expected to provide support for revising the comprehensive watershed plan and advancing the flood control hub project.
