摘　　要：生产建设项目的建设,特别是大型水电类项目,会对生态环境产生不可逆影响,有必要建立以建设单位为主体责任的环境管理模式,自主开展环境管理工作,严格落实环境保护“三同时”制度。乌东德水电站建设过程中,工程建设部成立了乌东德工程环保中心,环保中心建立了环境管理体系,强化了环境保护“事中”管理。以建设单位为主体的环境管理模式有效落实了各项环境保护措施,可为工程建设单位强化环境管理工作提供参考。The construction of production and construction projects,especially large-scale hydropower projects,has rreversible impacts on ecological environment.It is crucial to establish an environmental management model that places the construction unit as the main responsible party.This enables independent environmental management and strict implementation of the"three simultaneous"system of environmental protection.During the construction of Wudongde Hydropower Station,the Engineering Construction Department set up the Environmental Protection Center and developed an environmental management system.The system focuses on managing environmental protection"during the event",ensuring the implementation of various environmental protection measures.The experiences could serve a reference for other construction units to strengthen their environmental management.
