摘 要:土地资源是不可再生的资源,合理分配和利用土地资源有助于推动经济的可持续发展。以湖北联投集团隽水新城项目的开发为例,根据项目特点,梳理项目范围用地,从规划用地、项目投资及周期等方面对开发成本进行分析,从出让地价、供地时序安排等方面进行收入测算,并进行风险识别。分析在上述内容发生变更的情况下,如何保证土地一级开发过程中的投资回报率,进而推动项目的规划,为项目开发推进奠定良好基础。结合项目用地梳理和经济测算结果,给出了相应的可行性建议,以期助力土地开发整理项目的规划设计,减少变更情况的发生,使土地开发整理工作更加规范有序。The rational allocation and utilization of land resource as a non-renewable resource contributes to the sustainable economic development.We examined the Juanshui New City project of Hubei Liantou Group as a case study and sorted out the project's scope of land according to the project's characteristics.Our analysis focused on development costs on one hand,including planning land,project investment and cycle time,and measured the revenue on the other in terms of remised land price and land supply timing arrangements.Furthermore,we conducted risk identification.Given the dynamic nature of these factors,we explore strategies to ensure the investment return in the process of primary land development,which in turn promotes the planning of the project and lays a solid foundation for project advancement.Based on the findings from site analysis and economic calculations,we present appropriate feasible suggestions aiming to facilitate the planning and design of land development projects,reduce changes and promote standardized and orderly land development efforts.
