摘　　要：长期以来,我国文献信息资源保障对经济建设、科技创新和社会发展起到了战略支撑作用。随着文献生产方式变革、信息技术更新以及国际形势变化,现有文献信息资源保障体系的外部信息环境受到冲击,内部资源建设成效与服务能力也亟待提升,迫切需要重新建构新的保障体系以满足时代发展的需要。本文对当前我国文献信息资源保障体系现状及存在的问题进行较为全面、系统的剖析,围绕改善文献信息资源保障的生态环境,从自主型文献信息资源生产出版和评价机制及文献信息资源建设和服务模式两个方面提出重构举措,重新设计文献信息资源保障平台的构建流程,以期全面提高我国文献信息资源的保障水平。The new era endows the literature information resources guarantee system with new spirits and missions.Our focus has shifted from"Is there enough?"to""Is it good enough?"so as to strongly underpin the development of socialism with Chinese characteristics.Still,the reform of literature information resources guarantee system has not yet been made correspondingly according to the new era.Various problems exist.First,domestic literature information resources guarantee system lacks a strategic top-level planning,which results in the insufficient innovation driving force of the service focusing on national strategies and enthusiasm of protecting world cultural heritage.Second,the target of literature information resources construction and service is singular,and the literature information resources lack diversity,such as insufficient large-scale collection and preservation of important cultural heritage resources,including living memory resources,scattered and lost literature resources,etc.As a result,the guarantee mode of literature system is unbalanced and inadequate.Besides,the systematic long-term preservation mechanism has not been formed.Third,some environmental factors of guarantee information system are deteriorating.For example,domestic academic journals suffer from insufficient academic influence due to the monopoly of literature information resources and poor academic evaluation.In addition,since high-level studies are published in overseas academic journals,the gap of literature information resources quality between China and developed countries is hardly narrowed.Based on above discussions,literature information resources guarantee system needs to be reconstructed.This paper analyzes the reconstruction of literature informationresources guaranteessystem comprehensively and systematically.A new concept of independent literature information resources is proposed,attempting to reveal their production,publication mechanism and evaluation mechanism.Under the guidance of"integrated development and open developme
