新城规划实施评估与规划对策——以汕头市珠港新城为例

摘　　要：新城建设作为我国快速城镇化阶段城市拓展的重要模式,其规划编制与规划实施往往因政策调整、市场经济等因素极易出现规划与建设衔接不畅等问题,定期开展规划实施评估极有必要。研究结合汕头市珠港新城规划实施评估实践,探讨新城控制详细规划评估方式方法与评估主要内容,识别新城规划建设过程中的主要问题,提出规划动态维护的相应对策。As an important mode of urban expansion and development in the rapid urbanization stage of China,the planning and implementation of new district plan are often prone to problems,such as poor connection between planning and construction due to policy adjustments,market economy and other factors.Therefore,it is extremely necessary to carry out regular planning and implementation assessments.This paper combines the planning and implementation assessment practice of Shantou Zhugang New Town,discusses the assessment methods and main contents of the detailed regulatory planning of the new town,identifies the main problems in the planning and construction of the new town,and puts forward the corresponding countermeasures for the dynamic maintenance of the planning.
