摘 要:通过研究海洋科技创新效率,可以掌握区域海洋科技创新水平与投入产出状况,这对于推动我国海洋经济向集约型发展方式转变具有重大意义。因此,基于创新价值链视角构建关联型两阶段DEA模型,测度我国沿海11个省市的海洋科技创新整体效率及分阶段效率,进而探讨评价效率的演化特征,并从科技研发效率和经济转化效率双维度出发,划分我国海洋科技创新发展模式。结果表明,我国海洋科技创新整体效率不高,科技研发效率和经济转化效率偏低成为阻碍海洋科技创新水平提升的共同因素;在时间维度上,海洋科技创新整体效率和经济转化效率呈现上升趋势,但海洋科技研发效率则呈现下降趋势;在空间维度上,海洋科技创新整体效率及分阶段效率地区差异显著,且分阶段协调程度低。Through the research on the marine science and technology innovation efficiency,we can grasp the regional marine science and technology innovation level and input-output situation,which is of great significance for promoting the transformation of China's marine economy to an intensive development mode.Therefore,based on the perspective of innovation value chain,we construct the two-stage relational DEA model to measure the overall innovation efficiency and phased innovation efficiency of marine science and technology in 11 coastal provinces of China,and further evaluate the evolution characteristics of efficiency,from the two dimensions of R&D efficiency and economic transformation efficiency,dividing innovation development modes of marine science and technology in China.The results show that on the national level,the overall innovation efficiency of marine science and technology in China is not high,with the low efficiency of R&D and economic transformation being the common factors hindering the improvement of innovation level of marine science and technology.On the time scale,the overall efficiency and the economic transformation efficiency of marine science and technology show an upward trend,while the R&D efficiency demonstrate a downward trend.On the regional level,there are significant regional differences in the overall innovation efficiency and phased innovation efficiency of marine science and technology,with the coordination degree of stage being low.
