数字赋能农村公共服务高质量:发展视域、内在逻辑与实践路径

摘　　要：数字赋能农村公共服务高质量发展,是中国式现代化的应有之义和重要途径。作为一个发展视域性命题,数字赋能农村公共服务,超越微观服务质量管理逻辑。数字技术突破时空、资源限制,赋能农村公共服务,让农业农村农民提升人力资本、享有数字红利与共享公共服务资源,促进微观农民个体的全面发展、中观农业农村现代化与宏观城乡融合发展。公共服务数字化是数字赋能农村公共服务高质量的重要机制,然而现实中存在数字人才、数字基础设施、数字资源配置等三大限度。超越农村公共服务数字化现实限度,要从农民数字素养培养、农村数字基础设施投资、城乡数字公共资源体制改革等方面着力,以更好发挥数字赋能农村公共服务高质量发展的价值作用。Digital empowering the high-quality development of rural public services is the due meaning and important way of the Chinese path to modernization.As a development-oriented proposition,the digital empowerment of rural public services transcends micro-level service quality management logic.Digital technology breaks through the limitations of time and space and resources,empowers rural public services,enhances human capital,and enables access to digital dividends and shared public service resources for agriculture,rural areas,and farmers.This promotes the comprehensive development of individual farmers at the micro-level,the modernization of agriculture and rural areas at the meso-level,and the integration of urban and rural development at the macro-level.Digitizing public services is a crucial mechanism for the high-quality development of digitally empowered rural public services,but there are three limits in reality,such as digital talents,digital infrastructure and digital resource allocation.To overcome these limitations in rural public service digitization,efforts should be directed towards improving rural residents’digital literacy,investing in rural digital infrastructure,and reforming the urban-rural digital public resource system.Only then can the full value of digital empowerment in enhancing the quality of rural public services be realized.
