摘 要:科技创新协同治理是提升科技创新体系整体效能的内在要求。为了诠释科技创新协同治理复合系统作用机制,从科技创新投入、科技创新产出、人才教育培养、社会力量参与等方面建立科技创新协同治理复合系统,运用改进CRITIC赋权的复合系统协同度模型测度2012-2021年11个沿海省市的科技创新协同治理发展水平并进行区域分析,使用灰色模型预测11个沿海省市2022-2025年科技创新协同治理状态。研究发现,沿海省市科技创新协同治理发展水平表现为增长态势,但整体呈现“南部沿海高,东部沿海、北部沿海低”差异状态;从预测结果来看,海南保持初级协同状态,北京、山东从初级协同转变为深度协同状态,天津、辽宁、江苏从初级协同转变高度协同状态,上海、浙江、福建、广东、河北转变为完美协同状态。综合沿海省市的测度情况,为增强沿海省市科技创新治理动能,从科技资源配置优化、人才产业协同培养、科技成果转化激励、产品科普供给等方面提出完善建议。Collaborative governance of science and technology innovation is an inherent requirement for improving the overall efficiency of science and technology innovation system.This paper aims to explain the mechanism of the collaborative governance of science and technology innovation composite system,and establish a collaborative governance system of science and technology innovation from the aspects of science and technology innovation input,science and technology innovation output,talent education and training,and social force participation.The composite system cooperation degree model empowered by the Improvement CRITIC was applied to measure the development level of science and technology innovation collaborative governance of 11 coastal provinces and cities in China from 2012 to 2021,and regional analysis was carried out.The grey model was used to predict the state of science and technology innovation collaborative governance of 11 coastal provinces and cities from 2022 to 2025.The results show that the development level of science and technology innovation collaborative governance in China’s coastal provinces and cities shows an increasing trend,but the overall situation is“high in the southern coast,low in the eastern coast and low in the northern coast.”According to the predicted results,Hainan maintains the primary coordination state,Beijing and Shandong transform from primary coordination to deep coordination state,Tianjin,Liaoning and Jiangsu transform from primary coordination to high coordination state,and Shanghai,Zhejiang,Fujian,Guangdong and Hebei transform into perfect coordination state.Based on the measurement situation of coastal provinces and cities,in order to enhance the driving force of science and technology innovation governance in coastal provinces and cities,suggestions are put forward from the aspects of optimization of science and technology resource allocation,collaborative training of talent industry,incentive for transformation of scientific and technological achievements,and sup
