摘　　要：社会治理效能是衡量和评价当代社会治理活动的核心指标,关乎社会治理活动的功效作用、效率能力与效果效益。因而,要从学理上科学解析社会治理效能的内涵,厘清影响社会治理效能的制约要素。同时,要从实践上结合中国特色社会主义社会治理实践,探索提升社会治理效能的方法策略。为此,要着重加强党的建设,优化党建引领;坚持人民至上,增进民生福祉;重视以文化人,培育公共精神;注重放权赋能,完善治理制度;加强能力建设,创新治理机制。Social governance effectiveness is the core index to measure and evaluate contemporary social governance activities,which is related to the efficacy,efficiency and effectiveness of social governance activities.Therefore,it is necessary to scientifically analyze the connotation of social governance effectiveness and completely clarify the constraints affecting social governance effectiveness.At the same time,it is necessary to explore the methods and strategies to improve the effectiveness of social governance in practice,combined with the practice of socialist social governance with Chinese characteristics.To this end,to enhance the effectiveness of social governance,we must focus on strengthening the Party building and giving play to the guidance of party building;To put the people first and improve the well-being of the people;Attach importance to cultural people and cultivate public spirit;Focus on delegating power and empowering people to improve the governance system;We will strengthen capacity building and innovate governance mechanisms.
