新中国初期福建省侨批业管理政策探析

摘　　要：新中国初期,侨批业停业,侨汇断绝,影响了国计民生的恢复。福建省政府高度重视侨批业管理,采取了多项管理措施:组建一支了解省情、侨情的管理团队;采用“团结与管理”相结合的政策取向,释放善意,稳定从业者;出台两则暂行办法规范行业经营,辅以便利侨汇保值与汇兑的措施;严厉打击侨批局违法经营活动。这一系列措施尽管存在过于强调侨汇等的偏差,但总体务实、可行。然而政府的侨汇收入却未达到预期,根本原因在于宏观经济环境的制约。随着宏观经济条件的改善、政策的调整,政府侨汇收入大幅增加,基本实现了将侨批业纳入政府管理的轨道上。After the founding of the People’s Republic of China(PRC)in 1949,the Qiaopi business(the Overseas Chinese Postal Agency Business)was closed and remittances were cut off,which affected the recovery of national economy and people’s livelihood.The Fujian Provincial Government attached great importance to the Qiaopi business.It had taken a number of measures to change the situation around the purposes of increasing remittances and achieving state control.First of all,it established a management team that understood the situation of the province and overseas Chinese.Secondly,it introduced two interim measures to regulate industry operations and measures to facilitate remittances.Finally,illegal business activities of the remittance mail industry were severely cracked down.Although there were some deviations in these measures,they were generally pragmatic and flexible.However,the income from remittances did not achieve the expected results.The fundamental reason was that domestic inflation was severe and the value of the RMB was unstable,which caused the illegal business activities.With the improvement of the macro economy,the rectification of policies,overseas remittances were improved,and the inclusion of the Qiaopi business in the track of government management were basically realized.
