摘 要:近年来,我国很多城市在汛期发生了严重的内涝,城市“看海”成为城市规划建设领域的痛点,引发了社会广泛关注。香港地区是全世界降雨量最大的城市之一,且城市建设密度极高,曾经也饱受城市内涝的困扰。自1989年以来,香港地区通过建立制度保障,久久为功,因地制宜,分区施策,综合采取山洪截流、雨洪调蓄、河渠疏浚整治、排水管渠改造、泵站强排、源头雨水径流控制以及应急预警等工程措施和非工程措施,极大地改善了城市内涝问题,可为内地高密度建成区内涝治理提供借鉴。In recent years,serious floods have occurred in many cities of China during the flood season,making urban floods a pain point in urban planning and construction,which has aroused extensive concern in the community.Hong Kong region is one of the cities with the highest rainfall in the world,and with a high density of urban construction,suffering from urban flooding.Since 1989,Hong Kong region has greatly improved the problem of urban flooding through the establishment of institutional safeguards,long-term efforts,and a combination of engineering and non-engineering measures such as flash flood interception,rainwater storage,river and channel dredging,drainage rehabilitation,pumping stations,source stormwater runoff control and emergency warning,which can serve as a reference for the management of flooding in many high density built-up areas in other cities of China.
