摘 要:区域生态创新涵盖了地区经济发展水平、创新能力和环境可持续状况,是创新驱动发展和生态文明建设两大国家战略的融合。将生态创新过程划分为科技研发阶段和成果转化阶段,并将废弃物回收再利用、能源消耗及非期望产出纳入创新过程,构建了生态创新过程的闭环网络结构;在上述基础上,结合超效率模型、SBM模型,提出了考虑废弃物回收再利用、非期望产出的改进网络DEA模型,用于测度区域生态创新总体效率和各子阶段效率,并进一步建立生态创新规模效率的测度模型探究各决策单元的规模效率;最后收集我国区域创新的相关面板数据进行了实证分析,结果表明所提出的方法有效、可行。拓展了网络DEA结构下的生态创新效率研究,从废弃物回收利用的闭环生态创新视角,为区域创新系统资源的优化配置提供了一定的理论参考与实践启示。Regional ecological innovation covers the level of regional economic development,innovation capacity and environmental sustainability,and is the integration of the two national strategies of innovation-driven development and ecological civilization con-struction,is becoming theimportant action ofindustrial structure optimization and the economic growth power transformation.Current re-search on ecological innovation system focuses only on improving the use of raw material and energyand the reduction of pollution in the process of innovation,ignoring the waste recycling,it does not show the important feature of material circulation in the ecological inno-vation system,and most of the measures of ecological innovation efficiency regard the system as a"Black box".Therefore,this paper clarifies the connotation of ecological innovation,then analyzes the process of ecological innovation,and divides it into scientific and technological R&D Stage and achievement transformation stage,the closed-loop network structure of ecological innovation process is constructed by integrating waste recycling,energy consumption and undesirable output into the innovation process.Based on this struc-ture,combined with super-efficiency model,SBM model and two-stage DEA model,an improved network DEA model considering waste recycling,undesirable output,shared input and additional input is proposed,it is used to measure the overall efficiency and sub-stage efficiency of ecological innovation in each province and eight regions of China,and further establishes the scale efficiency mod-el of ecological innovation to explore the scale efficiency of each decision-making unit.We collect the panel data of China's regional innovation from 2004 to 2018,and prove that the proposedmodel is effective and feasible.This paper extends the study on the efficiency of ecological innovation under the network DEA structure from the perspective of closed-loop ecological innovation,it provides some theoretical reference and practical enlightenment for the ioptimal
