摘　　要：为探究我国老年友好社区建设的政策转变,通过政策文本的NVIVO软件分析方法,对选出的21份中央层面养老服务政策进行编码、归类.分析结果显示,我国老年友好社区建设中,老年友好社区建设的各方面指标偏向性较高,发展不均衡;社区养老配套硬件设施建设一直备受关注,智能化设施建设日益得到重视;社会参与、社区参与和就业关注度有待提升.在经济因素、人口因素分析的基础上,提出了构建具有中国特色的老年友好社区建设指标体系,满足老年人不同层次养老服务需求,指标设计遵循动态化、连续性原则等政策建议.This paper studies,by selecting 21 national pension service policies at the national level and using NVIVO,policies concerning the construction of friendly communities for the aged.Results show that various indicators have a tendency and unbalanced development in the construction of infrastructure.Intelligent facilities have been paid more attention.Social or communal participation and employment need to be improved.Therefore,the writer argues for construction of friendly communities for the aged with Chinese characteristics,to meet the needs of elderly people.
