证件照数据“一数一源一标准”探究

摘　　要：证件照记载了丰富的个人相貌特征,是个人信息中较为重要的一项数据。基于证件照数据,政府部门和企业开发出诸多人脸识别认证服务。当前,证件照数据治理在源头管控、标准设置、法律法规制定等三个维度存在一定的不足,影响到证件照的真实性、准确性、权威性。证件照数据的治理应顺应数字政府建设的趋势和要求,执行“一数一源一标准”原则,明确证件照源头主责部门、建立证件照标准体系、完善法律法规制度,进而形成证件照治理的数字化、法治化新格局。People's credential photos record their rich personal appearance characteristics,and constitute an important item of their personal information.Based on these photo data,many government departments and enterprises have developed numerous facial recognition authentication services.However,there are at present certain deficiencies in the governance of these photo data in terms of source control,standard setting,and legal and regulatory formulation,which affect the photos'authenticity,accuracy,and authority.To address the problems,and promote digitalization and legislation,this paper proposes the following strategies to improve the governance of credential photo data,like,complying with the construction of a digital government,upholding the principle of One Number,One Source,One Standard,identifying the accountable authorities,developing a criterion system,and improving legal and regulatory systems.
