摘  要:以技术辐射力研究视角,提出技术发展质量评价框架与方法。在界定技术辐射力内涵基础上,为评价技术辐射内容、强度和范围,将技术辐射力分解为技术价值深度、技术扩散幅度、技术应用广度,构建“三度合一”评价框架与指标体系,从总体水平与构成变化等方面有效测度技术发展质量。以中美日韩德VR技术为例,技术发展质量比较研究结果表明:在总体水平上,5个国家可纳入高、中、低三个不同层次;在发展阶段上,呈现出明显的“短波辐射期”和“长波辐射期”;在构成变化中,技术扩散幅度对技术辐射力影响程度最高;在关联分析中,技术辐射力与全球创新指数呈正相关关系,全球VR技术辐射中心在变化中转移。结论证实,为提高技术发展质量,应持续优化技术辐射力内部结构。This study proposes a framework and method for evaluating the quality of technology development from the perspective of technology radiation power.Based on defining the connotation of technology radiation power,in order to evaluate the content,intensity and scope of technology radiation power,the technology radiation power is divided into technology value depth,technology diffusion range and technology application breadth.A"threedegrees in one"evaluation framework and index system is constructed to effectively measure the quality of technology development in terms of overall level and composition changes.Taking the VR technology of China,the United States,Japan,South Korea,and Germany as an example,the results of the comparative study on the quality of technology development show that:(1)Technology radiation power can effectively measure the quality of technology development.This study provides a structural analysis of technology development quality from the perspective of technology radiation power.On the overall level,it is possible to identify different levels of technology radiation power;on the development stage,it is possible to divide the"short-wave radiation period"and"long-wave radiation period";on the composition changes,it is possible to identify the degree of influence of each dimension on technology radiation power;in the correlation analysis,it is possible to characterize the relationship between technology radiation power and global innovation index.In the correlation analysis,it can portray the changing pattern of technologyradiation power and global innovation index.(2)Technology radiation power consists of technology value depth,technology diffusion range and technology application breadth.In the evaluation framework of"three degrees in one",technology value depth is the inner core,technology diffusion range is the outer extension,and technology application breadth is the important embodiment.In order to improve the quality of technology development,we should,on the one hand,start from the whole
