摘 要:基于2015—2021年27省(区)市的医药制造业数据构建技术转移效率评价指标体系,运用三阶段DEA模型,分析我国医药制造业成果转化阶段的技术转移效率及其影响因素。研究发现:环境因素对医药制造业影响最大,纯技术效率与规模效率同时影响着技术转移效率;从空间上来看,技术转移效率区域差异明显,呈东北>东部>中部>西部的空间分布特征。经济发展水平、科技发展水平、科技市场环境和政府财政支持的提升能够有效降低医药制造业成果转化过程中资源的冗余和浪费,对医药制造业技术转移效率的提升有积极意义。This article is based on the pharmaceutical manufacturing industry data from 27 provinces(districts)and cities from 2015 to 2021 to construct an evaluation index system for technology transfer efficiency.The innovation transfer effectiveness and its affecting elements are examined using a three-stage DEA framework for China's pharmaceuticals factories during the accomplishment turnaround stage.Research has found that environmental factors have the greatest impact on the pharmaceutical manufacturing industry,with both pure technological efficiency and scale efficiency affecting technology transfer efficiency;From a spatial perspective,there are significant regional differences in the efficiency of technology transfer,with its geographic order being Northeast>East>Central>West.The improvement of economic development level,technological development level,technological market environment,and government financial support can effectively reduce the redundancy and waste of resources in the transformation process of pharmaceutical manufacturing achievements,which was aggressive in improving the technology transfer efficiency of the pharmaceutical manufacturing industry.
